Shortly after Whisper Moonson was granted the Ministry of Homeland Security, there was a cabinet discussion regarding the formation of a police force, during which it was concluded that nobody in Guilder could be trusted with such a job. So it was that Whisper was sent to a distant land, where the mightiest of warriors gathered to test their might, their wit, and their liver against one another. His mission was to locate and hire a mercenary force of policemen.
Naturally, the first thing he did was go to a tavern and get in a bar fight with a poet, a priest, and a philosopher. He was arrested by the local constabulary and locked in a decrepit old cell, from which he accidentally escaped. While taking a nap at the Captain of The Guard's desk, he was issued a badge and inducted as a Guard First Class. Then, after negotiating a contract for outsourcing police services for Guilder, Whisper was promoted to sergeant and sent home.
Somehow, the king (and more importantly, the exchequer) never noticed that Whisper Moonson, Minister of Homeland Security, is the same person as Sgt. Whisper Moonson of The Guard, Guilder Brute Squad Company. Thus it is that he would enjoy a double salary if the Guard actually ever paid him anything. Strangely enough, he has also been able to recruit local residents as members of the Brute Squad. This may be because he mostly recruits from the more trustworthy elements of society, such as petty criminals, vagabonds, itinerant preachers/Ministers of Religious Affairs, and members of his own family.
